Federal agencies listed 3,611 uses of AI for 2025.[1] A list of uses is not a count of what runs: the stage column is where that lives.

Counting the stage column: 1,040 deployed, 440 in pilot, 1,479 before deployment, 314 retired, and 338 with no stage because three agencies' lists did not carry one.[1]
OMB's summary shows 1,818 as "deployed and piloted". That figure includes the 338 rows without a stage; deployed and pilot together are 1,480.[2][1]
None of this is a criticism. Agencies were asked to list everything, including what is planned and what was switched off, and they did.

Limits
- Agencies report on themselves.
- National security and intelligence uses, research uses and Department of War uses are out of scope, and common off-the-shelf tools are reported in a separate file.[2]
- The recount on 28 October 2026 used the same OMB file and gave the same numbers as the first count on 3 October 2026.
